Resistance movements in agrarian-heavy environments often fail for reasons that are neither tactical nor ideological: When marketing stops functioning, households align with the actor most able to provide predictable access to food, fuel, and exchange. 

This new occasional paper examines how SOF and Civil Affairs elements structure military governance so resistance can sustain economic life, especially in agrarian systems, under adversary pressure. It argues that a military governance officer should protect a minimum viable economy rather than deliver development assistance.
